Professor Maluf has an undergraduate degree in economic sciences (UNIMEP, 1973), and a master’s (1976) and doctorate (1988) in political economics from UNICAMP. He also did postdoctorate research at Oxford University (1996-7) and the Ecole des Hautes Etudes en Sciences Sociales (Paris, 2000-1) and completed a Senior Internship at City University of London (2017).
He coordinates the Reference Center on Food and Nutrition Sovereignty and Security (CERESAN/CPDA/UFRRJ), and is a member of the Observatory on Public Policies for Agriculture (OPPA/CPDA/UFRRJ).
He teaches undergraduate and graduate courses in the following areas at UFRRJ: theories of development; food, policy, and development; food and food systems; international political economy; economic history.
His research, capacity building, and cooperation projects focus on issues such as food and nutrition sovereignty and security, the human right to food, food justice, family farming, multifunctional family farming, and sustainable land development.
He was a Full Councilor (2003–2016) and President (2007–2011) of the Brazilian Presidential Council for Food and Nutrition Security (CONSEA), and a member of the Steering Committee of the High Level Panel of Experts on Food Security with the United Nations Committee on World Food Security (2010–2015).
Since 2011, he has also been a member of the Chaire UNESCO Alimentations du Monde, Comité d´ Orientation Stratégique (Collège Personnalités Qualifiées), based in Montpellier, France.
He has been a member of the National Coordination of the Brazilian Food and Nutrition Security Forum since 1998, and served as coordinator of the Brazilian Network of Food and Nutrition Sovereignty and Security Research from 2017 to 2021.
