{"id":397,"date":"2018-01-17T10:26:02","date_gmt":"2018-01-17T12:26:02","guid":{"rendered":"http:\/\/institucional.ufrrj.br\/codep\/?page_id=397"},"modified":"2026-02-09T08:51:57","modified_gmt":"2026-02-09T11:51:57","slug":"orientacoes-gerais","status":"publish","type":"page","link":"https:\/\/institucional.ufrrj.br\/codep\/orientacoes-gerais\/","title":{"rendered":"Orienta\u00e7\u00f5es Gerais"},"content":{"rendered":"<hr \/>\n<p>A Coordena\u00e7\u00e3o de Desenvolvimento de Pessoas &#8211; CODEP busca facilitar o acesso dos servidores docentes e t\u00e9cnicos administrativos \u00e0 capacita\u00e7\u00e3o, sendo que, para essa finalidade os servidores podem afastar-se para realizar cursos de Gradua\u00e7\u00e3o, P\u00f3s-Gradua\u00e7\u00e3o, como Especializa\u00e7\u00e3o, Mestrado, Doutorado, e tamb\u00e9m para o P\u00f3s-Doutorado, al\u00e9m de eventos, como congressos, semin\u00e1rios, visitas, cursos, treinamentos e outras capacita\u00e7\u00e3o. Os servidores tamb\u00e9m podem requerer hor\u00e1rio especial para estudos e, a cada cinco anos de efetivo exerc\u00edcio, podem solicitar licen\u00e7a para capacita\u00e7\u00e3o.<\/p>\n<p>Ao servidor t\u00e9cnico administrativo em est\u00e1gio probat\u00f3rio, nos casos de solicita\u00e7\u00e3o de afastamento para cursar mestrado, doutorado ou p\u00f3s-doutorado, caber\u00e1 apenas solicitar o hor\u00e1rio especial para servidor estudante.<\/p>\n<p>N\u00e3o poder\u00e1 se beneficiar dos afastamentos citados, o servidor tempor\u00e1rio, o servidor t\u00e9cnico ou docente aposentado,\u00a0 o servidor docente substituto ou visitante, al\u00e9m do servidor t\u00e9cnico ou docente que esteja afastado para colabora\u00e7\u00e3o t\u00e9cnica em outra Institui\u00e7\u00e3o, sendo necess\u00e1rio neste \u00faltimo caso a autoriza\u00e7\u00e3o da Institui\u00e7\u00e3o a qual o servidor esteja em exerc\u00edcio e em colabora\u00e7\u00e3o t\u00e9cnica.<\/p>\n<hr \/>\n<p><strong><span style=\"text-decoration: underline\">Afastamento integrais &#8211; A\u00e7\u00f5es de desenvolvimento:<\/span><\/strong><\/p>\n<p>TIPOS DE AFASTAMENTO QUANTO A SUA DURA\u00c7\u00c3O:<\/p>\n<p>-Curta Dura\u00e7\u00e3o (At\u00e9 14 dias)<\/p>\n<p>-M\u00e9dia dura\u00e7\u00e3o (De 15 a 29\u00a0 dias)<\/p>\n<p>-Longa Dura\u00e7\u00e3o (A partir de 30 dias)<\/p>\n<p>Vale destacar que o afastamento trata-se da aus\u00eancia do servidor da unidade de trabalho, sem perda do efetivo exerc\u00edcio, para participa\u00e7\u00e3o, no pa\u00eds ou no exterior, em eventos de curta, m\u00e9dia ou longa dura\u00e7\u00e3o, visando a seu desenvolvimento no desempenho das atividades institucionais, podendo se diferenciar de acordo com as seguintes modalidades:<\/p>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-size: medium\">I- ( ) Com \u00d4nus para UFRRJ- Concess\u00e3o de di\u00e1rias e passagens e\/ou inscri\u00e7\u00e3o al\u00e9m da manuten\u00e7\u00e3o dos vencimentos (remunera\u00e7\u00e3o) e demais vantagens do cargo.\u00a0<\/span><\/p>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-size: medium\">II- ( ) Com \u00d4nus para outro \u00f3rg\u00e3o- Concess\u00e3o de aux\u00edlio (anexar comprovante, ex: CAPES, CNPQ, FINEP, etc),al\u00e9m da manuten\u00e7\u00e3o dos vencimentos (remunera\u00e7\u00e3o) e demais vantagens do cargo.<\/span><\/p>\n<p class=\"western\" align=\"JUSTIFY\"><span style=\"font-size: medium\">III &#8211; ( ) Com \u00d4nus Limitado- di\u00e1rias e passagens e inscri\u00e7\u00e3o custeadas pelo servidor interessado ou por outra institui\u00e7\u00e3o passando a verba diretamente ao servidor e somente a manuten\u00e7\u00e3o dos vencimentos (remunera\u00e7\u00e3o) e demais vantagens do cargo.<\/span><\/p>\n<p>A informa\u00e7\u00e3o de &#8220;com \u00f4nus&#8221; ou &#8220;com \u00f4nus limitado&#8221;, dever\u00e1 ser especificada no formul\u00e1rio de abertura. Estas informa\u00e7\u00f5es facilitam, agilizam e embasam o trabalho da CODEP, DP e Reitoria para publica\u00e7\u00e3o das Portarias.<\/p>\n<p>O afastamento integral do servidor para participar de a\u00e7\u00e3o de desenvolvimento, conforme descritos no art. 18 do decreto n\u00ba 9991\/2019, inviabilizar\u00e1 o cumprimento das atividades previstas na jornada semanal de trabalho.<\/p>\n<p><strong>Os afastamentos integrais de longa dura\u00e7\u00e3o (a partir de 30 dias) para participar de programas de p\u00f3s-gradua\u00e7\u00e3o <em>stricto sensu<\/em> ser\u00e3o precedidos de processo seletivo<\/strong>, regulado pelo decreto n\u00ba 9991\/2019, conduzido pela UFRRJ a partir de crit\u00e9rios de elegibilidade ison\u00f4micos e transparentes.<\/p>\n<p><strong>Aten\u00e7\u00e3o!<\/strong> O afastamento do servidor deve ser devidamente justificado e alinhado \u00e0s atribui\u00e7\u00f5es da UFRRJ.<\/p>\n<hr \/>\n<p>Dever\u00e1 obedecer o interst\u00edcio de 60 dias entre os afastamentos de p\u00f3s-gradua\u00e7\u00e3o ou estudo no exterior, licen\u00e7a capacita\u00e7\u00e3o e parcelas da licen\u00e7a capacita\u00e7\u00e3o ou vice-versa, e treinamento regularmente institu\u00eddo. MEC, quando comprovada a incompatibilidade entre o hor\u00e1rio escolar e o da unidade\/\u00f3rg\u00e3o, sem preju\u00edzo do exerc\u00edcio do cargo, mediante compensa\u00e7\u00e3o de hor\u00e1rio ou n\u00e3o e respeitada a dura\u00e7\u00e3o semanal do trabalho.<\/p>\n<hr \/>\n<p><strong><span style=\"text-decoration: underline\">Observa\u00e7\u00f5es:<\/span><\/strong><\/p>\n<p>Todo o passo a passo da tramita\u00e7\u00e3o do processo deve ser cumprido. Este passo a passo foi elaborado com base na legisla\u00e7\u00e3o brasileira e regulamentos internos vigentes. Cada passo do fluxo possui uma raz\u00e3o l\u00f3gica e &#8220;pular etapas&#8221; trar\u00e1 transtornos futuros para a Universidade. O solicitante pode tramitar com seu processo desde que em concord\u00e2ncia com o fluxo e com as regras, al\u00e9m dos encaminhamentos, recebimentos e recibos OFICIAIS VIA SIPAC.<\/p>\n<p>Para fins de afastamentos no exterior, tanto no caso de afastamento integral quanto para licen\u00e7a para capacita\u00e7\u00e3o, a Institui\u00e7\u00e3o exigir\u00e1 a apresenta\u00e7\u00e3o de documento de viagem v\u00e1lido (passaporte), com prazo m\u00ednimo de 6 (seis) meses de validade, e em alguns casos, a apresenta\u00e7\u00e3o do visto.
